		<description>I used to work for the City and when I did an RFP and contract I was told that once we signed the contract it became a public doccument.&lt;br&gt;&lt;br&gt;I never tried to get a contact myself, but I remmember hearing stories about consultants reviewing the signed contracts to see how the accepted bid compared to theirs. So, there must be a way for people to see any signed contracts.&lt;br&gt;&lt;br&gt;I do agree with the push for open data. Living in the shadows may be comfortable for some, but I think most people want to see that their work is making a difference.</description>
